This is a spacer 31mm wide 24.5mm OD 22.5mm ID. Made to fit the 3/4" Harbor freight D-ring Shackle Item #63743 to a Smittybuilt SCR front bumper or similar bumper mounted shackles to stop rattling while driving.One end has a fixed washer to the tube while the other is a choice of 2. One is flat while the other has a recess to receive the tube into it by 1mm for a narrower than 1 inch wide pin mounting tab / weldment. Very tight fit....
